The salary is one of the perks that come with the exalted status. The term salary is rather broad and through a simple breakdown, the salary of an IAS officer can be better understood.
IAS Salary – What Is A Pay Commission?
Before breaking down an IAS officer’s salary, discussing the Pay Commission is imperative. Since independence, the Government of India appoints a Commission every 10 years for reviewing and revising the salaries and allowances of Central Government employees. The Commission considers many aspects before making changes to the salaries and allowances of respective employees.
Inflation, the Indian economy, the welfare of the employees and other considerations are taken into account while deciding the pay of the employees. The Commission is chaired by a Chairman and has a Secretary and other experts as members. The Commission also accepts various demands made by the employees and gives out a detailed recommendation to the Government of India.
The Government then proceeds to set up a high-level committee to study the recommendations and finalize them. The finalized recommendations are deliberated over by the PM and the Cabinet. If the recommendations of the high-level committee are accepted, it becomes effective on the date of such formal acceptance.
What Was The 7th Pay Commission?
The 7th Pay Commission was constituted on 25 September 2013, when Mr. Manmohan Singh was the acting PM of the country. It was chaired by Justice A K Singh Mathur. After going through the required procedure, the recommendations of the 7th Pay Commission were finally implemented on 1 January 2016.
During the year FY 2016-17, the financial impact of the 7th Pay Commission was around 1,02,100 crores. The increase in pay was 16%, the increase in pension was 24% and allowances saw a huge jump of 63%. The pay will increase after every year by a 3% increment rate.
Breakdown of an IAS Officer’s Salary
Public sector employees get an additional amount along with their basic salaries. These components are added to their respective basic salary and amount to what is called the ‘take-home amount.’ The salary of an IAS officer is composed of the following:
- Dearness Allowance – it is provided to cushion the employee against inflation. It is calculated twice every year to help them deal with the increasing prices. It varies for employees living in rural, semi-urban, and urban areas.
- House Rent Allowance – it is that component of salary that helps the employee meet the cost of renting a home. It is calculated based on whether the employee is residing in a metro city or a non-metro city.
- Travel Allowance – it is provided to meet the expenses of commuting to and from work.
How Much Salary Does An IAS Officer Receive in toto?
The basic per month pay of an IAS Officer starts at INR 56,100 and it can reach up to INR 2,50,000 when the post is that of a Cabinet Secretary. Except for the basic, pay they receive different allowances, too.
For Junior Scale or Entry-level post, the basic pay of the officer is:
- Basic Pay – INR 56,100
- Dearness Allowance – INR 3,366
- Travel Allowance – INR 7,200
- Dearness Allowance on Travel Allowance – INR 432
- House Rent Allowance – INR 13,464
Therefore, the total salary of an IAS officer at the entry-level is INR 80,562.
Does The Position Of The Officer Affect The Salary?
As the IAS Officer gets promoted to a higher grade or posts the net salary increase. The salary consists of basic pay and pay grade. The following are the maximum salary that an IAS Officer can get in a particular grade:
- Junior Scale Grade includes positions such as Sub-Divisional Magistrate, Sub-Collector, or SDO. The pay band is INR 15,600-39,100 and the grade pay is Level 10 or INR 5,400.
- Senior Time Scale grade includes positions such as District Magistrate, Collector or a Joint Secretary of a Government Ministry. The pay band is INR 15,600-39,100 and the grade pay is Level 11 or INR 6,600.
- Junior Administrative Grade includes Special Secretary or the Head of various Government Departments. The pay band is INR 15,600-39,100 and the grade pay is Level 12 or INR 7,600.
- Selection Grade includes Secretary to a Ministry. The pay band is INR 37,400-67,000 and the grade pay is Level 13 or INR 8,700.
- Super Time Scale Grade includes Principal Secretary of important Government Departments. The pay band is INR 37,400-67,000 and the grade pay is Level 15 or INR 12,000.
- Apex Scale includes Chief Secretaries of States and Union Secretaries in charge of various Government Ministries. The pay is fixed at INR 80,000 and no grade pay.
- Cabinet Secretary Grade is the highest position. The pay is fixed at INR 90,000 and no grade pay.
Other grades such as Above Super Time Scale also have varying salary and grade pay.
Are There Any Other Factors That Govern The Salary?
The House Rent Allowance varies and depends on whether the officer is residing in Class X, Class Y or Class Z cities. There are other perks that an IAS officer gets along with the total salary. These include an Official Accommodation inn a VVIP restricted zone of the State Capital but if the officer takes it, no HRA will be provided. Service Quarter is also provided at the place of posting.
The IAS Officer also gets office vehicles and Security for commute and safety, respectively. Moreover, the electricity bill is subsidized, a free broadband connection is provided, the household staff is provided to help with the daily chores, and so forth. The pension of the officer is also decided by the Pay Commission. Therefore, the reputed job also offers good pay and many perks.
